Context menu not showing up in Windows 7

Hi,
I am using Windows 7 32Bit with AMD Anthlon X2 Processor and 2Gb Ram.
Today it just happened that suddenly context menu stopped to show up its menu.
Also the "fade or slide menus into view" option in Visual settings remains always off even if i try to enable it.

I'm providing screen shot.
